okay the better overall champion is Vega why because im the god damn future i can do ten times more then those ass whippes put together they had there day to stink up the ring not its my turn to rule the world "the future" is now and the "the future" is me

Interesting question, and there is not a 100% clear answer.
Now with Flair, you have one of the greatest workers of all times. I mean he really could wrestle a sack of potatos and have the sack go over big time. He was one of the last "nominated" champions of NWA's past, and no doubt WCW would not have taken off if he was not part of the roster.
Then you have Hogan. Not the greatest worker of all time. In fact most of the time he was not wrestling. I mean he did the PPV's, but you hardly ever saw him wrestle on Saturday Night's Main Event. Plus, Hogan has that vain attitude that you can see through his later years matches. In fact, most of his matches were boring to watch. Honestly, go back and view them, for every good match he had, he had 2 bad ones.
That being established, I stil have to pick Hulk Hogan over Flair. Why? Simply because he is Hulk Hogan. He, for the most part, made Pro Wrestling what it is today. He is the only Pro-Wrestler to ever be on the cover of Sports Illustrated, he hosted SNL long before the Rock did, and he was a highly marketable character.
Flair never had the same popularity with mass society. Yes, he is popular to wrestling fans, but ask a non fan if they have ever heard of him and they will say "no." However you mention Hulk Hogan, and they know for damn sure who he is. Flair has his region where he is a household name, much like Terry Funk, but Hogan is regionless.
So due to mass popularity, I have to vote for Hogan. In terms of tallent though, no question Flair.
also, I am sure that most student wrestlers say on their 1st lesson on promo cutting "Well you know something Mean Gene..."

Hulkster hands down. He was a household names, lunchboxes, cartoons, sleeping bags, action figures..Even cardboard cut outs for christ sakes. Hulk was in everyones grill all the time and for his entire WWF championship run he was the TOP face EVER! ....Cue "Real American"... (the crowd screams out) Hulkster---Hulkster---Hulkster---Hulkster....And still so to this day. Still love Flair though.

As much as it pains me to say this, and the ones who know me will be shocked, I would have to agree and say Hogan. He WAS EVERYWHERE. Flair was the better wrestler... They both had the aility to make wrestlers look good by selling their asses off. Flair made Lex Luger look good and Hogan made The Ultimate Warrior look good. Hogan had the advantage of working for the McMahons most of his career. That is the single thing that put him over the top. Like Rob said, marketing.. Hogan was everywhere and marketable, Flair the better wrestler. Hogan still has the advantage cause HE WAS THE IT FACTOR!! Hey Rob, who was better, Hogan or the Hitman? hehehe

Hey Rob, who was better, Hogan or the Hitman? hehehe though I am not Rob, I will say without a question of a doubt Hogan over Hitman. I will flat out say it, Hitman was overrated. His speaking was dull, his matches were boring, and honestly does anyone remember a single title defence during his WCW run? Didn't think so. Hitman, great tag team wrestler, and had mat skills, but he should have never been given a heavyweight title... ever Hogan vs Stone Cold... now there is a good question.
